When an aircraft was on final approach it lost radio contact with ATC and proceeded to land without clearance, whilst the ATCO had assumed the aircraft would execute a 'go around'. The uncertainty of what action should have been taken by the PIC and or the ATCO has resulted in the CAA issuing a Safety Notice
